Portugal does not need debt restructuring: IMF's Lagarde

LISBON (Reuters) - Any restructuring of Portugal's debt is out of the question and the country's bailout program is progressing well, the head of the International Monetary Fund said on Saturday.

IMF chief Christine Lagarde told Portuguese weekly Expresso that she was also confident Portugal would not follow Greece into a spiral of economic recession.

The European Union and IMF gave Portugal a 78-billion-euro ($102-billion) bailout in 2011 and the lenders have praised the country for meeting most of their terms. They relaxed Portugal's tough budget goals last year as the country's deepest recession since the 1970s eroded tax revenues.

"It is out of the question," Lagarde told the weekly, when asked if Portugal may be forced to restructure its debt.

"The Portuguese authorities are determined to do what is necessary to complete the program in order to regain access to (bond) markets," she said.

She added that she expected the IMF to approve the country's next loan tranche, after the sixth review that was carried out in the autumn.

"The Portuguese authorities and the Portuguese have been extremely courageous and firm in applying difficult and painful reforms," she said.

Some economists have said Portugal may be forced to extend the loan deal beyond this year, when it is scheduled to return to financing itself in bond markets in the third quarter.

Lagarde said the Portuguese should not expect any changes to the loan agreement. "But we have to adapt the program, review after review, bearing in mind all the implications," she said.

Asked if she was convinced Portugal would not follow in Greece's path, she said: "Yes, I am."

Very rarely does any leader, no matter how effective or even potentially great, have all the answers. What essentially differentiates the great leader from others is the quality of the questions that he asks, as well as the effectiveness of his listening. There is a significant difference between asking the right questions, and simply asking some questions to make it appear that one is interested and concerned. A truly great leader thoroughly examines the facts, and it is that intense analysis and homework that develops the initiative to ask the really important questions. It is when one asks the right questions that he has the best opportunity to get the answers needed to create a good plan. Tony Robbins put it this way, "Quality questions create a quality life. Successful people ask better questions and as a result, they get better answers."

1. What makes certain questions better? The purpose of a leader's questions must be to help get to crux or root of the matter, and to gather the greatest amount of detail and information, in order to make the best decisions possible. When this is done, a leader is able to develop a well thought out and detailed plan of action, in order to accomplish what his organization needs to be done. Only when someone does enough analysis first is he able to think of the real questions. Lesser leaders often ask lesser questions. A lesser question is one that is often simply a rehash of the same old, same old, and thus the answers receive rarely offer any additional information. On the other hand, a properly formulated and developed question delves into additional details that the average leader does not even realize needs to be asked. Too often, those in leadership end up closing their mind to alternatives and ideas, a condition that is exacerbated when there is not enough questioning done.

2. The key is to gather the needed information. Rarely does all the information needed to excel simply appear before us, but rather it is a result of self analysis, study, homework, judgment, experience and expertise. Those assets combine to permit the great leader to delve into subject matters in far more detail, and thus get answers that others are unable to. However, merely asking the important questions is not enough, unless someone also listens intently and effectively, and asks the correct follow up questions, as well.

Great leaders analyze situations and alternatives by accumulating information. What better way to do that than by asking the pertinent questions?

Sonamu has left the Philippines and Palawan behind and NASA satellite imagery showed the storm intensified into a tropical storm while moving through the easternmost South China Sea.

At Jan. 4, 2013 at 0535 UTC (12:35 a.m. EST), a visible image of Tropical Storm Sonamu was captured by the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument that flies aboard NASA's Aqua satellite.

The Joint Typhoon Warning Center (JTWC) noted that some animated infrared satellite imagery shows central convection persisting over the low level circulation center and some fragmented formative banding over the northern semi-circle.

By 1500 UTC (10 a.m. EST/U.S.), Sonamu's maximum sustained winds had increased to near 35 knots (40.2 mph/64.8 kph). Sonamu's center was located near 8.9 north latitude and 113.2 east longitude, about 430 nautical miles (494.8 miles/ 796.4 km) east-southeast of Ho Chi Minh City, Vietnam. Sonamu is moving to the west at 14 knots (16.1. mph/26 kph) and is expected to continue in that general direction for the next couple of days with its center staying over open waters as it passes southern Vietnam.

Extreme southern Vietnam, from near Ho Chi Minh City southward may feel the effects of the outer fringes of the storm, with gusty winds, heavy rainfall, and rough coastal conditions.

JTWC forecasters expect that Sonamu will peak in intensity sometime on Jan. 5 and then weaken as vertical wind shear increases.

Sonamu is forecast to turn to the south-southwest and make landfall early next week in east central Malaysia.

(AP) ? The companion of a woman who was gang-raped aboard a bus in New Delhi recounted in a television interview for the first time Friday how the pair was attacked for 2 1/2 hours before being thrown on the side of the road, where passersby ignored them and police debated jurisdiction issues before helping them.

The Dec. 16 attack has outraged Indians and led to calls for tougher rape laws and reforms of a police culture that often blames rape victims and refuses to file charges against accused attackers. The nation's top law enforcement official said the country needs to crack down on crimes against women with "an iron hand."

The 23-year-old woman died over the weekend from massive internal injuries suffered during the attack. Authorities charged five men with her murder and rape and were holding a sixth suspect believed to be a juvenile. A hearing in the case is scheduled for Saturday.

The woman and her male friend had just finished watching the movie "Life of Pi" at an upscale mall and were looking for a ride home. An autorickshaw driver declined to take them so they boarded the private bus with the six assailants inside, the companion told the Indian TV network Zee TV.

Authorities have not named the man because of the sensitivity of the case. The TV station also declined to give his name, although it did show his face during the interview. The man has a broken leg and was sitting in a wheelchair during the interview.

After a while, the men on the bus starting harassing and attacking the pair, he said.

"I gave a tough fight to three of them. I punched them hard. But then two others hit me with an iron rod," he said. The woman tried to call the police using her mobile phone, but the men took it away from her, he said. They then took her to the rear seats of the bus and raped her.

"The attack was so brutal I can't even tell you ... even animals don't behave like that," he said.

Afterward, he overheard some of the attackers saying she was dead, he said.

The men then dumped their bleeding and naked bodies under an overpass. He waved to passers-by on bikes, in autorickshaws and in cars for help.

"They slowed down, looked at our naked bodies and left," he said. After about 20 minutes, three police vans arrived and the officers began arguing over who had jurisdiction over the crime as the man pleaded for clothes and an ambulance, he said.

The man said he was given no medical care. Instead, he spent four days at the police station helping them investigate the crime. He said he visited his friend in the hospital, told her the attackers were arrested and promised to fight for her.

"She has awakened us all by her courage," he said. "People should move ahead in the struggle to prevent a similar crime happening again as a tribute to her."

On Friday, Home Minister Sushilkumar Shinde said crimes against women and marginalized sections of society are increasing, and it is the government's responsibility to stop them.

"This needs to be curbed by an iron hand," he told a conference of state officials from across India that was called to discuss how to protect women.

He called for changes in the law and the way police investigate cases so justice can be swiftly delivered. Many rape cases are bogged down in India's overburdened and sluggish court system for years.

"We need a reappraisal of the entire system," he said.

In the wake of the rape, several petitioners appealed to the Supreme Court to take an active role in the issue of women's safety.

On Friday, the court dismissed a petition asking it to suspend Indian lawmakers accused of crimes against women, saying it doesn't have jurisdiction, according to the Press Trust of India. The Association for Democratic Reforms, an organization that tracks officials' criminal records, said six state lawmakers are facing rape prosecutions and two national parliamentarians are facing charges of crimes against women that fall short of rape.

However, the court did agree to look into the widespread creation of more fast-track courts for accused rapists across the country.

InterDigital (IDCC) on Thursday filed a complaint with the U.S. International Trade Commission against Samsung (005930), Nokia (NOK), Huawei (002502), and ZTE (000063) for selling devices that allegedly infringe upon seven of its 3G and 4G wireless patents. The company has asked the ITC to block sales of the infringing products, which incorporate WCDMA, CDMA2000, LTE and Wi-Fi technologies. The ITC has 30 days to decide whether it will launch an investigation into the claims. InterDigital also filed a similar lawsuit in the United States District Court for the District of Delaware, seeking a permanent injunction and damages based on willful infringement.

Earlier this week, Research In Motion (RIMM) extended its existing patent licensing agreement with the firm to cover 4G LTE technology, allowing RIM to use InterDigital?s patents in its upcoming BlackBerry 10 products. It was reported in 2011 that Apple (AAPL), Google (GOOG) and Samsung were all looking into purchasing the company and its 8,800-patent portfolio, however no acquisition was ever completed.
