OTTAWA, September 28, 2012 ? The Macdonald-Laurier Institute (MLI) announces the?upcoming?launch of its new flagship bi-monthly magazine, Inside Policy, and the appointment of L. Ian MacDonald as its Editor and a Senior Fellow of the Institute.

?We?re very excited about this new initiative,? says Brian Lee Crowley, Managing Director of MLI, recently recognized internationally as one of the top new think tanks in the world. ?And we?re very confident that under Ian?s leadership, Inside Policy will become a must read for the entire Canadian political class.?

MacDonald comes to Inside Policy after a decade as Editor of Policy Options, which saw its online readership increase by a factor of six to 1.2 million article downloads per year. ?I?m very excited to be a doing a start-up with a start-up,? says MacDonald, ?a think tank that has built a national brand in less than three years since its founding.?

The inaugural issue of Inside Policy, to be published October 1, is thematically aligned to the 25^th anniversary of the negotiation of the Canada-US Free Trade Agreement.

Inside Policy will be published in a print edition for a guaranteed circulation of Canadian policy makers and business leaders, and will be available for purchase by subscription and at selected Canadian newsstands, as well as a digital edition. An online edition of Inside Policy will be available without charge at MLI?s website, www.macdonaldlaurier.ca

3.4 magnitude quake rattles Dallas, Texas, suburb

DALLAS (AP) ? A minor earthquake measuring a 3.4 magnitude rattled a suburb west of Dallas overnight, but there were no immediate reports of any damages or injuries and a major international airport nearby continued operations without disruption, authorities said.

The quake struck at 11:05 p.m. CDT Saturday and was centered about 2 miles north of the Dallas suburb of Irving, the US Geological Survey's national earthquake monitoring center in Golden, Colo., reported. USGS Geophysicist Randy Baldwin told The Associated Press by telephone from Colorado that the quake lasted several seconds and was strong enough to be felt near the epicenter and probably up to 15 or 20 miles away.

He said the quake's online reporting system received no reports of any damages or injuries, but was flooded with some 1,200 online responses from people who felt it. "Of all the reports we've received there were no intensities of a damaging nature. We haven't heard of any kind of damage and it's probably too small for that," he added.

Authorities in Irving said early Sunday they were still checking their area but had no immediate report on the quake or any impact.

The Dallas-Fort Worth International Airport continued operations normally during and after the quake, which barely rattled nerves at the airport located partially within the city limits of Irving, said airport public affairs officer David Magana. He told AP said the airport, which bustles at peak hours to get some 1,800 flights in and out daily, was in a quiet period with very little air traffic late Saturday night.

But he said those still in the airport definitely felt the quake.

"I wouldn't call it panic. I would call it surprise," Magana said.

He said members of the airport operations team immediately conducted a special inspection of the airfield, buildings and found nothing harmed by the quake.

"We don't have any damage to report. There were no impacts or (power) outages and no disruptions to flights," Magana said. "I felt it at my house. It shook it a little bit but it wasn't enough of a jolt to shake anything loose like you have in California. I've been in California and this was nothing like that."

Some reports in Dallas said the rattling was felt for many blocks all around Irving and the surrounding area, beginning lightly and ending with a jolt. One person reported the quake was strong enough to knock open some file cabinets at a home near the epicenter.

Baldwin says smaller aftershocks are a possibility over the coming day or so, noting that the region has been rattled by a number of minor quakes since 2008.

He said the Saturday night quake was detected by a seismological station located about 65 miles from the epicenter ? somewhat distant ? and the preliminary magnitude of 3.4 could be revised up or down once further data is evaluated.

Jamie is a tough chick, but her daughter Malia (Emily Alyn Lind) has special needs.</p> <p>The other kids make fun of her inability to read, leaving Malia in a fragile and increasingly alienated state. Jamie would like to do something for her kid suffering from dyslexia, but without any financial resources, she?s forced to watch her daughter?s future collapse in front of her eyeballs.</p> <p>The first act of Won?t Back Down shows us just how far Jamie is willing to go for Malia as she sacrifices every free second to lobby for entry to a better school. Yet, for all the fast-talking and pushing, Jamie makes no progress until she makes a visit to the state education department.</p> <p>Using her folksy receptionist skills, she learns there?s a little-known legal loophole that allows parents and teachers to take over the administrative functions of a failing school. All Jamie has to do is convince teachers and parents it?s the right thing to do, fill out the paperwork, have a hearing and win the school board vote.</p> <p>It sounds doable. But everyone tells her the struggle is pointless, because even if she does bring it to a vote, the board tends to keep the status quo for the sake of union peace.</p> <p>If you saw Davis Guggenheim?s Waiting for Superman, the award-winning documentary about the cycle of dysfunction in U.S. schools, you?ll be more than familiar with the underlying edge in this Daniel Barnz movie as the film sets up a confrontation between concerned parents and the essence of trade-unionism.</p> <p>It?s practically impossible terrain for a Hollywood movie to navigate because there are big important speeches to be made on either side. Jamie is fighting to give her kid a better future. The union can quote Norma Rae.</p> <p>To its credit, the script does give each side a decent and sympathetic character to embrace as it distils the journey down to the central theme of parental love. After all, Jamie isn?t the only one looking for a better tomorrow. Along the way, she meets Nona Alberts (Viola Davis), a jaded teacher with a special-needs child of her own.</p> <p>Nona is on staff at Malia?s school, and Jamie can see that Nona isn?t like the other teachers, but Nona is tired of trying. She?s watched the best and brightest dim with every passing day, and she?s got no fight left.</p> <p>All she wants is for her son, Cody, to get the best education possible.</p> <p>When Jamie and Nona discover they both want the same thing, they join forces and launch a campaign to take back their school.</p> <p>Like I said, this is a Hollywood movie, so once Jamie puts on her olive green T-shirt that reads ?Parentrooper? we kind of know how things are going to end, even before we end up at the big vote scene, or meet the curmudgeonly but sympathetic school board chair.</p> <p>The rest of the time is spent exploring the issues in one overly scripted scene after another.</p> <p>From a tear-jerking monologue from Holly Hunter, who plays one of the union leaders, to an intimate tete-a-tete between Jamie and her new beau Michael (Oscar Isaac) ? one of the good teachers at Malia?s school who is also loyal union member ? we get all the emotional baggage surrounding the issues.</p> <p>Teachers may have passion, but they also recognize the importance of standing together. Similarly, parents love their children, yet they aren?t professional educators. Each side has a valid intellectual and emotional argument, and the movie bends over backwards to accommodate every point of view.</p> <p>The only real problem is just how lacklustre the scenes are. Google created a furor when it said it had been hacked by Chinese cyber spies in early 2010 and at least some of its vital source code had been stolen ? it's been a relatively low-key news event so far.</p><p>The Telvent hack became public Wednesday on the cybersecurity blog and was later confirmed by Telvent's parent, Paris-based Schneider Electric.</p><p>"Telvent is actively working with law enforcement, security specialists and its affected customers to ensure the breach has been contained," Schneider Electric said. Just this month, Telvent announced a new relationship with Foxboro, Mass.-based Industrial Defender, a control systems security company.</p><p>But some cybersecurity professionals are waving a red flag over the Telvent hack. Dale Peterson, CEO of Digital Bond, a leading industrial control systems (ICS) security company in Sunrise Fla, says the Telvent attack looks much like one fragment of a far larger campaign targeting ICS vendors, whose products run the nation's critical industrial processes: pipelines, refineries, chemical plants, factories, and the electric grid.</p><p>Typically, stolen software code might help a perpetrator to leapfrog its competition in the global marketplace. But it's not so easy to see the bacteria that trigger their skin inflammation. Now, researchers hope to clear out those bacteria, and clear up the acne, with viruses. The work is in the journal mBio. [Laura J. Marinelli et al, <em>Propionibacterium acnes</em> Bacteriophages Display Limited Genetic Diversity and Broad Killing Activity against Bacterial Skin Isolates]</p> <p> Many thriving microbe communities inhabit the human face. There is, for example, the pimple-producing species <em>Propionibacterium acnes</em>. Some antibiotic acne treatments have been used so widely that these bacteria have developed resistance. Other treatments cause unpleasant side effects.</p> <p> But there are viruses that target the bacteria, called phages. Researchers isolated 11 phages from people with and without acne, and sequenced the viral genomes. Phages are generally a diverse bunch, but these viruses were close relatives to each other?which makes sense, as they all evolved to attack bacteria that live in a specific environment: facial hair follicles.</p> <p> When pitted against the facial bacteria in the lab, the viruses easily mopped up their acne-causing foes. And in record time, too -- the first <em>Angry Birds</em> landed on Apple's iOS App Store in December 2009, less than three years ago, and has since become an international sensation. The birds spawned a flock of sequels, branded tie-ins, and tons of merchandise. All this adds up to quite a bit of chicken scratch for Rovio, and also quite a bit of pressure to keep the money train rolling.</p><p> Today marks Rovio's first true sequel to the original <em>Angry Birds</em>, and it's focused on the other side of the farm: the pigs. Enter <a href="http://www.engadget.com/tag/badpiggies"><em>Bad Piggies</em></a>. Unlike <em>Angry Birds</em>, <em>Bad Piggies</em> isn't about flinging anything towards a complicated structure in order to knock it down. Instead, it's about moving one very green, goofy sounding pig to various points on a map to collect items and reach a goal -- it's much more <em>Cut the Rope</em> than <em>Angry Birds</em>. The same physics-based game mechanics are at play in <em>Bad Piggies</em> that made both <em>Cut the Rope</em> and <em>Angry Birds</em> so popular, and they're just as fun in this time around. But how do you get said piggy to the goals? You build a contraption, of course.</p><p> Each level starts with a build section, allowing players to create all types of vehicles in order to transport the pig from point A to point B (while grabbing collectibles along the way). Only a small handful of build options are available, keeping <em>Bad Piggies</em> just as speedy of a game -- to pick up and play while commuting or while waiting at the dentist's office -- as its wildly successful progenitor. Send questions to Prudence at </em><em>prudence@slate.com</em><em>.)</em></p> <p><strong>Emily Yoffe: </strong>Good afternoon, I look forward to your questions.</p> <p><strong>Q. Tell Fianc? I Used To Be a Sugar Baby?: </strong>I have an odd question today. For a few years I was a professional sugar baby. I had at least four sugar daddies at one time (I did NOT sleep with them or do anything of a sexual nature.) I was simply a companion, a travel and dinner date, and someone to confide in. Through this I was able to get through school and purchase my own house with the money I made. My problem is do I tell my fianc? about my past or should I tell him I just dated a wealthy man? I don't want him to think of me as a gold digger!</p> <p><strong>A: </strong>You must be a hell of a conversationalist. Are there that many rich men who complain, "All my wife wants to do is have sex with me, but she doesn't listen when I take her out to dinner?" I believe that when entering a new relationship one doesn't have to disclose all past sexual encounters, but that you do owe your new love information that's relevant. That includes such things as STD status, or having slept with your boyfriend's brother. Your question is not about sex, but money. But if you've engaged in professional activities that you would be too embarrassed to tell your beloved, then you probably should tell because you surely don't want someone else to tell. I'm assuming some friends of yours must have known how you managed to avoid student debt. Since you got engaged, you've waited a rather long time to reveal how you put yourself through college. I think you should tell your fianc? that for several years you went out with a series of rich men who helped support you but with whom you didn't have sex. If he asks you direct questions, answer them honestly. He may find this hard to believe, he may be repulsed, he may admire your entrepreneurial spirit. But you don't want to be worried that someone else will mention to him the real reason you could afford that down payment.</p> <p><strong><em>Dear Prudence: Excessive Family PDA</em></strong></p> <p><strong>Q. Friend Teased My Child: </strong>After my newborn and I were discharged from hospital, she had to be rehospitalized for some minor health concerns. Due to circumstances, my husband couldn't care for our older daughter, so we asked a close, trusted family friend to look after her for three days. After our baby came back home my older child became completely disruptive, jealous, and demanding. She was fine before so I had no idea why she suddenly disliked the new baby. After some gentle probing we discovered our friend thought it would be hilarious to tell our child that mommy and daddy didn't want her anymore. And that's why we had a new baby?to replace her. It sounds as though the friend drummed the story into her over and over judging by my daughter's reaction. My daughter has a lower cognitive ability than mainstream children. So for her to be this upset, our friend would have had to repeat the story several times. My friend likes to kid around and tease my daughter which was always within the limits of good-natured fun. But this really crossed the line. I am livid that she thought it was funny to cause my child distress. I've refrained myself from speaking to her about this because I don't trust what might come out of my mouth. What should I say to her?</p> <p><strong>A: </strong>I'm assuming your young child to the best of her ability is reporting what your friend actually said. If so, then your friend has rocks for a brain and a heart. But first of all, you've got to get your friend's version. Bear in mind, even the most seemingly loving and mature older brother or sister has been known to become a snarling dog once realizing that this adorable new baby is here for keeps. So sit down with your friend and say you appreciate her stepping up during your emergency. Then explain that Marissa's adjustment to her new sister has recently been particularly difficult and you'd like to know what the friend said to her about the new baby. If your friend says she gave Marissa the standard pablum about how exciting it is to be a big sister, then you have to say Marissa must really have misunderstood. Say she reported that you that you told her she was being replaced. You understand this would have been teasingly, but that for the sake of your daughter's psychological health it's really important you know what was said. If she owns up then say to her you'd like her to apologize to Marissa and explain what she said wasn't true, it was just a very bad joke. When that's done you can privately say to her that you are deeply wounded that she would tell a vulnerable girl something so terrible and you hope she sees the distress she's caused all of you. I don't see how you go on with a friendship with someone so lacking in judgment.</p> <p><strong>Q. Re: sugar baby: </strong>About a year ago, my wife told me that she had been a "sugar baby" in college. FWIW, it was painful for me to hear but everyone has done things that are not proud of. And after a few months of counseling, everything is back to normal. I would recommend that everyone be upfront and honest about these things.</p> <p><strong>A: </strong>Thank you. It's always so helpful to hear from someone else who has been there.</p> <p><strong>Q. Dating My Former Student: </strong>I am dating a former high-school student and have been for some time. I love her and did not become involved with her until she was in her mid-20s. We didn't even see each other for five years after her graduation. I know we did everything morally and have nothing about which we should be ashamed. That said, I still hesitate to introduce her to my colleagues, who also taught her, as my girlfriend. I worry I will come off as a pervert or that they will judge me for dating a former student. My girlfriend has introduced me to many of her friends and her family, and I have not done the same, because many of my good friends are teachers, and I'm a little embarrassed to admit I fell for a former student. If I want to keep my girlfriend, and I really want to keep her, I need to get over my ridiculous embarrassment. Do you have any suggestions about how I could introduce my girlfriend without making our former relationship the center of the introduction?</p> <p><strong>A: </strong>You introduce her and then the two of then tell your delightful story about reconnecting. She says something like, "I was getting popcorn at the movie theater last year when I saw Dan ordering Rasinettes. I even said, 'Hey Mr. Miller,' it's Courtney Simmons." Then you say at first you didn't recognize her, it had been years since you'd seen her. But you started talking and sparks flew. By doing this you charmingly answer all the questions that are forming in the minds of your colleagues and you are reassuring everyone that this relationship didn't start until Courtney was long out of school and an adult. Remember that if you act and feel guilty, that will send the subliminal message that there actually is a dirty little secret to this romance. As data centres continue to come under scrutiny for the amount of energy they use, researchers at University of Toronto Scarborough (UTSC) have a suggestion: turn the air conditioning down.</p> <p>"We see our results as strong evidence that most organizations could run their data centers hotter than they currently are without making significant sacrifices in system reliability," says Bianca Schroeder, a UTSC assistant professor of computer science.</p> <p>As data centres have proliferated they have required more energy, accounting now for about 1 percent of global electricity usage. A sizeable fraction of that is the cooling necessary to keep the machinery functioning properly.</p> <p>But in a paper called Temperature Management in Data Centers: Why Some (Might) Like It Hot, Schroeder and her UTSC colleagues found that warmer temperatures than are normally recommended might be able to save energy without negatively impacting equipment reliability and longevity.</p> <p>Data centres typically operate at temperatures from 20C to 22C. Estimates show that just 1 degree increase in temperature could save 2 to 5 percent of the energy the centres consume. Schroeder says that most data centres could probably increase temperatures much more than that.</p> <p>To conduct the study, the researchers collected data from data centres run by Google, Los Alamos National Labs, and others. They also directly tested the effect of temperature on equipment performance in their lab. Throughout much of Israel's history, the Maariv daily was known as the "country's paper," the newspaper with the highest circulation and a cornerstone of Israeli media. Now it is on its last legs ? the victim, some say, of a Jewish-American billionaire who is a close friend of Prime Minister Benjamin Netanyahu.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Casino mogul Sheldon Adelson launched his free "Israel Hayom" or "Israel Today" daily five years ago. The tabloid has steadily gobbled up market share since then. Handed out by ubiquitous distributors clad in red overalls at busy intersections, it has become the most read newspaper in Israel.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The 64-year-old Maariv has suffered in the fallout. The newspaper was sold this month by its cash-strapped owner to a rival publisher. Most of its 2,000 employees are facing likely dismissals.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The iconic newspaper has been hemorrhaging money for years and its downfall is linked to the struggles facing print media around the globe, with the emergence of online news sources and a steep drop in subscribers and ad revenue rendering the traditional newspaper economic model untenable.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">But against the backdrop of a perceived anti-media blitz by the hard-line government, Maariv staffers believe their final blow was delivered by Israel Hayom.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Adelson's paper recently passed Yediot Ahronot as the top-read daily in Israel, leaving Maariv in third place, according to a survey by TGI, a leading Israeli polling company.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Besides its flattering coverage of Netanyahu and questionable political agenda, critics charge that its cheap ads and deep pockets are running everyone else out of business.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"We can't compete with a machine that prints money and hands out papers for free," said Avi Ashkenazi, Maariv's veteran crime correspondent. "We are the first ones to enter the slaughterhouse but we likely won't be the last. It's only a matter of time."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Israel Hayom's success has raised questions about whether a wealthy foreigner has bought power and influence on behalf of the prime minister. Adelson also has contributed $30 million to super PACs supporting Republican candidates and has attended major Romney fundraising events.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Israel Hayom denies the accusations and says its economic model is simply more effective.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"(We) won't apologize for our success, the readers prefer us and we thank them," the paper said in a statement.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The loss of Maariv would leave Israel, a country of nearly 8 million people, with three national Hebrew newspapers: Adelson's Israel Hayom, Yediot and Haaretz, a small but influential publication popular with Israel's dovish elite. A number of smaller niche publications, including the English-language Jerusalem Post, also exist.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">Other newspapers have announced layoffs and popular TV station Channel 10 is struggling to stay on the air as it awaits a request to the state to defer its crippling debts. They are normally self-confident and do not let themselves get worked up by conflicts and criticism. They are very much aware of their own strengths and have no doubts about their abilities. People of this personality type are often very successful in their career as they have both competence and purposefulness. Independent Thinkers are excellent strategists; logic, systematics and theoretical considerations are their world. They are eager for knowledge and always endeavour to expand and perfect their knowledge in any area which is interesting for them.
